WHAT IS ELAC?
Each California public school, grades kindergarten through 12, with 21 or more English learners must form an English Learner Advisory Committee (ELAC) with parent members elected by parents or guardians of EL’s in the same percentage membership as their children represent in the student body.
Please note that ALL ELAC agendas must submitted to the EL Coordinator one week prior to meeting.

WELCOME
The District English Learner Advisory Committee's (DELAC) mission is to provide an authentic parent voice through engaging in review and generating advice and comment on matters pertinent to English Learner programs to Wonderful College Prep Academy. The overall goal of the DELAC is to improve our English learners’ acquisition of fluency in English and to help our students achieve academic success.
WHAT IS DELAC?
A district is required to form a DELAC if it has 51 or more English learner students. The committee is comprised of school staff, parents of English learner students, other parents and community members who are interested in English learner programs. At least 51 percent of the committee must be made up of parents of English learner students who are not employed by the district.
DELAC informs parent representatives so they can take the information back to the school site. Topics that will be addressed this year include: Understanding ELPAC Data, Student Reclassification, ELD Requirements, and LCAP. All DELAC meetings are open to the public.

ADVISORY DUTIES
The purpose of the DELAC is to advise, not govern, English learner services and programs offered by the district. As an advisory group, DELAC member duties include:

Developing a Master Plan for educational programs and services to English Learners.

Conducting a district-wide needs assessment on a school-by-school basis.

Establishing district program goals and objectives for English Learner Services.

Development of a plan to ensure compliance with applicable teacher and/or teacher aide requirements.

Reviewing and commenting on the district’s reclassification procedures for English Learners.

Reviewing and commenting on the written notifications to be sent to parents and guardians.

review and comment on the development or annual update of the Local Control and Accountability Plan (LCAP).
